Frank Skinner
MSEA-CEPP Policy Specialist
With an interest in
growing the number of students who are college and career-ready, alongside a
strong dedication to equity and diversity, Frank Skinner serves as an Education
Policy Specialist with the Maryland State Education Association (MSEA), the state’s
largest professional employee organization. Throughout his career, Frank has
held positions at the U.S. Department of Justice, Office of the Lieutenant
Governor, Maryland Department of Labor, Licensing and Regulation, Northern
Virginia Community College and Montgomery College. In this role, Frank was
responsible for administering of $20 million in U.S. Department of Labor
funding to build a statewide infrastructure of information security programs at
community colleges throughout Maryland. With an M.A. in Criminal Justice from
the University of Maryland College Park, Frank is committed to ensuring that
every student receives similar opportunities to grow and thrive in our State. In
the Center for Education Policy and Practice (CEPP), he is the point of contact
for the Professional Standards and Teacher Education Board (PSTEB), special
education and teaching career ladders. Frank also works with Montgomery,
Howard, and Anne Arundel counties, along with Southern Maryland and the Eastern
Shore.
